What can be done without leaving home
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Florida come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Everything else, though, is worth the journey precisely because it cannot be done any other way, passport biometrics, the oath, and a signature on a special power of attorney witnessed in person.
The Embassy has run consular outreach missions in Tampa offering passports, dual citizenship and voter registration. For a Filipino in Miami, Orlando or Jacksonville that is usually the practical route to a new passport rather than a flight to Washington.
